Efficiency East Midlands Ltd (EEM) is a not for profit consortium which establishes and manages a range of framework and DPS agreements. Our membership has now grown to 272 public sector organisations including housing associations and ALMO's, Local Authorities, NHS trusts, Education Providers, Blue Light Services, Government Agencies and Charities. EEM have also established a formal collaboration with 3 like-minded procurement consortia - Westworks, South East Consortium and Advantage South West. EEM are conducting this tender exercise to procure a Door Entry, Access Control,
CCTV & Warden Call Installs and Maintenance Framework to replace two existing
Frameworks which have expired. The Framework will provide EEM Members with a
provision covering the services below:
The Framework will be split into the following workstream Lots:
Lot 1 - Door Entry Install & Maintenance.
Lot 2 - Auto Access including Auto Gates Roller Shutters Install & Maintenance.
Lot 3 - Warden Call Install & Maintenance.
Lot 4 - CCTV Installs & Maintenance.
Lot 1 - Lifts Installs and Refurbishment
Lot 2 - Lifts Servicing and Maintenance
The above lots were further split and tendered and awarded based on the three geographical area sublots:
Sublot 1 - Midlands
Sublot 2 - National
Contracting Authorities who requires a single service provider to manage the service can compliantly procure a single supplier via EEM0037. Contracting Authorities can use either a Direct Selection or via Mini Competition to appoint a service provider from the Framework.

Mechanical & Electrical Contractors Framework

NTU is looking to set up a Mechanical & Electrical Works Framework – Lot 1 Mechanical Works up to approximately £500,000; Lot 2 – Electrical Works up to £500,000. NTU Will use further competition to award individual projects. The successful tenderers will form a framework, and it is anticipated this will consist of a maximum four contractors per Lot. The framework will include both physical contract works and, in some cases, require the contractor to design the works they will install. Essentially, this will be a design-and-build service where NTU provides a project brief or performance specification, and the supplier assumes responsibility for developing and installing the solution. The framework must also cover smaller-scale or lower-value remedial works, call-outs, and dayworks.

PERIODIC ELECTRICAL CONDITION INSPECTION REPORTING (EICR) SERVICES INCLUDING REMEDIAL REPAIRS

The Contract is for the provision of periodic Electrical Condition Inspection Reporting (EICR) services including remedial repairs to Radius Housing stock throughout Northern Ireland.as fully described in Document 2 Service Information. It is the intention of Radius Housing to award a contract to a single provider for the service which includes Electrical Installation Condition Reports (EICRs) for all designated domestic dwellings within the Radius Housing’s portfolio, in accordance with the requirements of BS 7671 (current edition, AMD2:2022) and IET Guidance Note 3. All installations must be inspected and tested at the required frequency (5 years for residential and communal areas, or sooner if recommended). The Service Provider is responsible for the completion of a compliant EICR, including schedules of inspections, test results, and observations with associated coding. The contract will have a number of distinct elements that the successful service provider must fulfil. 1. Historic Testing Regime – developing and carrying out a programme of inspection and testing to approximately 7,500 properties which must be completed within 24 months of contract award. 2. Annual Testing Regime – developing and carrying out an annual programme of inspection and testing for properties which fall due within the Radius financial year (01 April – 31 March). 3. Remedial Repairs and Replacements – Optional service at Radius’ discretion to instruct the Service provider to make good on any element that has failed the testing and inspection or is likely to fail or is obsolete.
