Toxicology Services - Drug and Alcohol Testing

The GPhC wishes to inform the market of our intention to procure the provision of Toxicology Services - Drug and Alcohol Testing. Where there are concerns regarding physical or mental health, specifically drug and alcohol misuse, the GPhC may necessitate a Pharmacy Registrant (donor) undergo medical assessment, forming part of a wider Fitness to Practise investigation. In such cases, Toxicology Services (drug and alcohol testing) will be required to ascertain: i. if substance(s), as specified by the GPhC, have been used by the donor. ii. if substance(s), as specified by the GPhC, are being used by the donor. Moreover, a Registrant may also be required to enter a period of 'medical supervision' - monitoring to confirm compliance with any restrictions on their registration. Here, Toxicology Services (drug and alcohol testing) will be required to verify fulfilment of conditions set. The purpose of this notice is to raise awareness of our upcoming Request for Quotation sourcing activity, gauge accurate levels of market interest, and receive feedback on prospective plans/requirements in advance of the formal procurement process; to be announced in October 2025. Scope of services will include, the: 1. Supply of Phlebotomists and Specimen Collectors -throughout Great Britain- to collect donor samples: hair (head and body), nail, saliva, blood and urine. 2. Undertaking of sample drug testing for, but not limited to amphetamines, benzodiazepines, cannabinoids, cocaine, hallucinogens, hypnotic substances, ketamine, mephedrone, methadone, methamphetamines (including MDMA and MDEA), novel psychoactive substances, opiates, opioids, sedatives, steroids and tramadol. 3. Undertaking of sample alcohol -ethanol- testing; including phosphatidyl ethanol (PEth), carbohydrate-deficient transferrin (CDT) and fatty acid ethyl esters (FAEE) biomarkers, and ethyl glucuronide (EtG). 4. Undertaking of liver blood testing, formerly known as liver function tests (LFT). 5. Undertaking of full blood count testing (FBC), including mean corpuscular volume testing (MCV). 6. Secure email provision of sample analysis results within 3 working days; including the provision of supplementary reports which interpret results in an accessible (free from technical jargon, where possible), clear and concise manner. 7. Provision of a Certificate of Analysis (CoA). 8. Provision of testimony in the capacity of an Independent Expert Witness (where donor samples are tested for legal purposes). N.B. the Service Provider remains responsible for ensuring staff are adequately trained to undertake this requirement, if requested. Please note, samples are to be collected at a donors' home residence, or a neutral site as determined by the Service Provider. Provision of Echo-cardiogram and Sickle Cell Trait testing for University Officer Training Corps (UOTC) Candidates - Tender Notice

To meet the needs of the University Officer Training Corps (UOTC) entry medical assessments as part of annual recruiting programme. The UOTC entry medicals are funded outside of the Recruiting Partnership Programme (RPP) contract and UOTC entry medicals require a commercial contract to provide the provisions of Echocardiograms (Echo) for approximately 90 x UOTC candidates and Sickle Cell Trait (SCT) blood testing for 300 candidates annually. As part of UOTC recruiting programme, UOTC Entry Medical Cell (UEMC) delivers entry medicals to circa 1800 university students/candidates annually who are interested in joining the UOTC. Recruiting Year (RY) 2025/26 will see an increase of candidates to circa 2200. The provision of Echo and SCT testing is a crucial part of the entry medical assessment process to confirm the suitability of candidates to join the UOTC.

Batch manufacture of high titer/titre GMP (U.S.A.) compliant lentiviral vector for FDA approval

We are planning a phase I/II clinical trial to treat a rare genetic disease that causes progressive dementia in children. Our therapy will use autologous CD34+ haematopoietic stem progenitor cells (HSPCs) which are modified ex vivo with LVV to express supraphysiologic levels of a secreted enzyme. In order to progress this therapy, we require a high titre LVV produced to good manufacturing practice (GMP) standard. The supplier must have extensive previous experience manufacturing LVVs to this specification which have achieved regulatory approval for phase I/II clinical trials, ideally for use in human CD34+ HSPC transduction. The QC defined must be performed in compliance with FDA regulations. The product of the initial delivery will be delivered directly to the University of California, LA, USA. Note that throughout the document the British spelling ‘Titre’ has been used; this is analogous to the American English term ‘Titer’ and the spellings may be used interchangeably. The University anticipates initially awarding for; - Manufacture of concentrated lentiviral vector (LVV) from a 30L viral harvest - Such award to include any warranties on quality, product replacement (for spoilage), transport, and other supplier project costs such as (but not limited to) quality control testing and audit. The cost estimate of the procurement reflects the anticipated cost of the initial requirement plus contingency, for (for example but not limited to), 1. Scope extension, 2. Additional ad-hoc delivery to support further trials. The time frame of the agreement – 3 years, reflects an initial delivery period expected to be no longer than 12 months post signature, and the option to buy additional deliveries for two years thereafter. The University may award additional deliveries to the awarded supplier via the Negotiated Procedure Without Prior Call for Competition. For transparency we have a budget appetite of approximately USD560k for the delivery of the initial services. We may review this estimate from time to time. Having posted this notice we reserve the right to repost any subsequent notice (including if the ultimate procurement procedure is re-run) under reduced timescales as set out in the regulations.
