THIS IS A CONTRACT AWARD NOTICE AND AS SUCH THE PROCUREMENT PROCESS IS COMPLETE.
The Research, Appraisal, Evaluation and Delivery (RAED) Frameworks were procured in 3 Lots:
Lot 1 Strategic and Operational Planning/Delivery Support
Lot 2 Appraisal and Evaluation
Lot 3 Research
These Frameworks offer HIE staff an efficient, cost-effective, and streamlined approach for procuring external support and expertise to assist in the assessment and delivery of projects, to provide development support, and to provide robust and impartial research and evaluation evidence to support resource allocation and policy development.
This Contact Notice relates to Lot 2.

The Frameworks commenced on 26th September 2022 and will be for an initial 3 year period to 25th September 2025, unless terminated in accordance with the provisions of the Framework. HIE have the option to extend for a period or periods together not exceeding 1 year following the Initial Term with the 4 year expiry date being 25th September 2026.

GB-London: Grantee Project Evaluation Review

The National Lottery Heritage Fund (Heritage Fund) wants to review its approach to grantee project evaluations. The Heritage Fund is looking to appoint a supplier to review the current approach to evaluations for projects funded through both our National Lottery Heritage Grants and through Grant in Aid. Our current approach and systems do not allow for learning to be easily extracted and collated. SMART Digital & Productivity Accelerator

The Client is seeking to engage with quality providers to deliver a service that will provide industry specific diagnostics and specialised support to organisations in Wales. To enable and support Welsh organisations to improve productivity and accelerate NPD through embracing digital technologies, employing an Industry 5.0 approach to create a more resilient and sustainable business base. The service will cover two types of specialist support: -Advice on Digital methods for improving Productivity -Advice on Digital methods for accelerating New Product Development The main objectives of the service are: To support Welsh organisations as directed by the Welsh Government, who wish to improve their understanding and use of digital technologies and productivity tools, by introducing relevant actions, technology and expertise. To introduce new and enhanced digital activities in key areas to support organisations to develop and commercialise new and improved products and processes. The service will also introduce organisations to the Well-being of Future Generations explaining the relevance of the Sustainable Development principle and the Five Ways of Working. The successful bidder will be awarded an initial 12-month contract with the option to extend annually for a further 2 years on a plus 12-months plus 12 months basis. A maximum budget of up to GBP 277,500 per annum (excluding VAT) has been allocated to deliver the contract. Please be aware this is a demand led service, therefore there is no guaranteed level of expenditure. The maximum value is based on historical need for the contract and the maximum funding we have available.

Met Business Services (MBS) Enterprise Resource Planning (ERP), Resource Management (RM), Business Process Outsourcing Services (BPO) and Systems Integration (SI)

The Authority currently outsources: • Elements of HR, Finance and Commercial services (business process outsourcing), including the provision of the supporting ERP system (P-SOP (a Policing version of Oracle e-Business Suite)). The current contract expires in September 2027. • Resource Management (RM), a duties management software solution with the current contract to expire December 2026.
