This Contract Award Notice covers electricity and gas supply procurement services awarded via Gwynedd Council's Dynamic Purchasing
System (DPS). The DPS is available for use by all contracting authorities within England, Scotland, Wales and Northern Ireland as defined
by Regulation 2 of the Public Contracts Regulations 2015 #102, including, but not limited to the contracting authorities contained in the
supporting information document titled Appendix 1 – List of Defined Groups of Contracting Authorities. The contracting authority for this
tender is Portsmouth City Council. The tender process was managed by eEnergy.

Sizewell C, Fuel Procurement

Sizewell C requires a fuel supplier to provide fuel for its on-site vehicles and other plant. The scope has been divided into two phases as part of a 5-year contract with Sizewell C. Phase 1: Involves the immediate purchase, storage and distribution of 200,000 litres of fuel to site to cover demand until end of 2025. As well, the design, build, operate and maintain of a fuel distribution facility to be located on site. Works to start 2025 until completion of fuel facility. Phase 2 involves, the ongoing purchase of fuel for site and the refilling of the fuel facility based on fuel demand. This has been estimated at approximately 8-million litres per year from 2026 onwards. Phase 2 will potentially require supplier to hold individual accounts with the supplier to ensure a single fuel supplier for site however this is to be confirmed. To align with SZC environmental aims the site will require both diesel and HVO fuel as well as require suppliers to have a working environmental & safety policy to minimize potential damage to the surrounding environment and SZC Site.

This Dynamic Purchasing System (DPS) provides a compliant procurement route for public bodies needing any range or mix of support to deliver their fixed term fixed price (FTFP) procurement aspirations. The DPS is divided into two Lots. Lot 1 Facilitate the arrangement of FTFP contracts using mini competitions. The purpose of this Lot 1, is to provide a DPS of Suppliers able to supply electricity & natural gas to a variety of organisations. The Contracting Authority is seeking solutions which focus on providing excellent service, a desire to improve and developing working partnerships with the Contracting and Participating Authority. Lot 2 Facilitate the arrangement of FTFP contracts using matrix pricing (via price books). The purpose of this Lot 2 is to provide a DPS of Suppliers who are able to offer Participating Authorities access to matrix or ‘price book’ pricing for fixed term fixed priced contracts.
