Description

North of England Commissioning Support (NECS) worked for, and on behalf of, NHS England - North West Health and Justice Team wish to commission Mental Health Services in the following Prisons:
Lot 1 - Her Majesty's Prison Altcourse;
Lot 2 - Her Majesty's Prison Forest Bank;
Lot 3 - Her Majesty's Prison Risley and Thorn Cross; and 
Lot 4 - Her Majesty's Prison Styal.
The basic principles that mirror those of the open procedure were  followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with the Light Touch Regime within The Public Contracts Regulations 2015 (as amended), ensuring a fair, open and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013.
Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider:
(a) How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and
(b) How, in conducting the process of procurement, it might act with a view to securing that improvement.
Accordingly, the subject matter of the contracts were scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being.
This procurement was conducted via the NECS e-tendering system (In-tend).

North Northamptonshire Council in partnership with Northamptonshire Integrated Care Board (ICB) wishes to invite Tender Responses for the Provision of Supported Living Services for Working Age Adults and who are ordinarily resident within North Northamptonshire. The following Lots detail the Services to be initially procured: • Lot 1- Individuals with Learning Disability 1 (a) - Standard 1 (b) - Enhanced • Lot 2- Individuals with Mental Health Needs 2 (a) - Standard 2 (b) - Enhanced • Lot 3- Individuals who are Autistic 3 (a) - Standard 3 (b) - Enhanced The Council is setting up the Framework Agreement for an initial period of 48 months, with the option to extend for two additional periods of 12 months each, for a maximum duration of 72 months (4+1+1 years). The Light Touch Regime (LTR) applies to the Services under this Contract and this procurement is conducted via open process in accordance with the Procurement Act 2023. The Council intends to make this Framework Agreement available for use by other public sector organisations within England, including but not limited to other Local Authorities, NHS bodies, and Health Commissioners. Any organisation wishing to access and utilise this Framework must formally request permission and enter into an Access Agreement with the Council prior to use. Providers that are interested in providing services to the Call off from the Framework Agreement for Supported Living Services for Working Age Adults must complete and submit the appropriate LOT Questionnaire on Intend Reference NNC00000697 at the same time as they apply to the NNC in Partnership with ICB for the Provision Of Supported Living Services For Working Age Adults Framework.
