Description

The Authority has a requirement for various IT services to replace the Additional Services (the "Fujitsu Services") and for associated IT project services (the "Fujitsu Project Services") in circumstances where such services cannot be provided by another supplier and as a consequence the Parties are entering into this Agreement for the Fujitsu Services and Fujitsu Project Services so that these to be available to the Authority in place of the Additional Services.

HCC - 05/25 - The Provision of an Applicant Tracking System

Hertfordshire County Council is currently out to procurement for the Provision of an Applicant Tracking System The current contract for the provision of an Applicant Tracking System will expire in March 2026. The primary goal of this procurement is to secure a new contract that aligns with Hertfordshire County Council’s price and quality specifications. In November 2024, PPME was conducted under the PCR2015 ref: 2024/S 000-037432 and by consulting with the following groups: Suppliers registered with the Council’s e-tendering system completed a questionnaire. Other Local Authorities that utilise an Applicant Tracking System and Engagement with internal stakeholders who will be using the system The objectives of this engagement were to: Shape our requirements specification, Understand how the market has evolved and what new functionalities are available since the Council last tendered for this contract. Determine contract length and budgets that are suitable for both the Council and Suppliers, ensuring they align with our requirements. Assist with establishing timelines for the procurement process, including implementation and mobilisation period. Explore future innovations in the sector that could be incorporated into the contract during this term. Provide evidence to support our key requirement of making the system user-friendly and enabling the automation of processes to reduce manual administration. The findings from the PPME have been factored into the agreed tender process and supporting documentation. Since the Council published its PPME, the English Devolution white paper, was published in December 2024. It outlines the Central Government’s plan to reform local government. These changes are expected to occur during the tenure of this Contract, potentially altering the structure, shape and size of the organisation, though the specifics are currently unknown. Therefore, the services of this Contract may be expanded, contracted, or otherwise adjusted by mutual agreement with the successful Tenderer to reflect changes in local or regional priorities arising from devolution. Any changes shall be subject to a Variation procedure and priced accordingly and must be in accordance with public procurement legislation and Council contracting regulations. The Contract has not been split into lots as the Council is purchasing one solution to be managed by one central team, the Applicant Tracking System purchased will fulfil all our requirements and it is not reasonably practicable for it to be supplied by more than one Supplier. The Council will procure this contract using the Competitive Flexible Procedure as defined in the Procurement Act 2023, which will allow us to run a multistage procurement process as explained above. Organisations wishing to take part in this project are invited to ‘express an interest’ and also ‘opt in’ which will give access to the full procurement documents in the e-tendering system. The Trust is looking for an IT service partner that can not only manage and support the IT network, both currently and in the future, but that also add value through proactive recommendations and enhancements that will support SHINE Academies strategy and growth. The aim is to support and enhance the current IT provision in schools, both for academic and administrative purposes. Proven expertise in the proactive development of IT Systems in an Educational Environment is essential. The selected service provider shall be: •Fully conversant with evolving legislation regarding the provision of IT & Network Services in a School environment •Required to evidence their Quality Assurance and Security Systems •Required to evidence their proposed Key Performance Indicator measures for the contract •Required to periodically present performance reporting and systems development recommendations to Trustees •Qualified to provide advice and support School IT & Network Services Hardware & Software Procurement activities • Experienced in Network design in a Multi-Site Primary School environment • Support all current and future School systems The contract will include the provision of some onsite support, including maintenance. Request for Quotation: SME Metric Monitoring

The solution needs to be able to link to third party datasets with the following data being required as a minimum: • Companies House data. • Private investment in SMEs and start-ups, this needs to be verified investment, where verification needs to be comparable to Beauhurst or Pitchbook as this is specified by our funders. • Grants given to SMEs and start-ups, which also needs to be verified as above. • Turnover of SME and start-ups where they report this to Companies House or other reliable sources. • Headcount of SMEs and start-ups again using Companies House, if other sources are used (such as LinkedIn) this can be useful, but it needs to be possible to switch this off. The solution proposed needs to integrate with an MS data lake house which contains CRM contact data of the Catapult's beneficiaries as well as programme information from our purpose-built platform through which companies apply to our programmes. Connected Places Catapult needs to be able to report this data split as above by: • Group or cohort of SMEs/ beneficiaries by programme/ project (based on programme start and end date). • Quarter, calendar year and/ or financial year. • How many programmes an SME/ company has been part of. The Catapult will work with the successful provider to thoroughly scope out these reports and the process for developing custom reports as required throughout the lifetime of the contract. It is envisaged that up to 50 users will use the solution to varying degrees and the ability to have view access only vs interrogation/ edit is preferred.
