Ocean Country Partnership Programme: Senegal Development of the DAMCP Data Management System

JNCC co-leads the Biodiversity loss theme of the Ocean Country Partnership Programme (OCPP), a UK government-led programme under the Blue Planet Fund. For the past two years, OCPP has been supporting the Senegal Government with priority areas, including data management within the Directorate of Community-based Marine Protected Areas (DAMCP). The Ocean Country Partnership Programme (OCPP) supports countries to: • strengthen marine science expertise • develop science-based policy and management tools • create educational resources for coastal communities This project aims to assist the DAMCP by developing a data management system for use across divisions within the department. The development aims to facilitate data storage, access and use across DAMCP, support data sharing with other government departments, and promote sustainable data management to enable effective retention and continued use of datasets. There may also be scope to include other functionalities to treat data to identify trends, and visualise data (such as data modelling, overlapping of maps, etc.) Different data types are collected and collated by the DAMCP - physical & chemical data, biological data (species abundance/presence, species richness, etc.), habitat data, and human use data. The data may be collected by a field scientist but used or shared with other staff member to build trends, monitor effectiveness of MPA and guide decision. At present, there is a lack of consistency in data gathering and sharing within the DAMCP and the risk of lost data is a key priority the DAMCP are hoping to rectify. The aim of the data management system is to bring together collated datasets and to facilitate data sharing within the DAMCP. In developing an effective data management solution to facilitate easy access to data required across the department, this project will support DAMCP staff in making evidence-based decisions to ensure effective protection of Senegal's environment. The objectives of the project are: • To create a simple, user-friendly data management and visualisation system that integrates different data types from across the division and meets the requirements summarised in the attached user research report and Section 4. • To utilise existing and open-source software where possible. • To work with the DAMCP's IT specialist to identify a sustainable server-based hosting solution. • To ensure the system links with existing data systems in place where possible, promoting data sharing across government departments. • Provide training and guidance documentation to support DAMCP staff in using the system.

ICT Managed Service

North Star Housing Group is seeking to appoint a Managed Service Partner (MSP) to provide and support core ICT infrastructure and networks. North Star's current managed service contract terminates in mid-February 2026 and its architecture was designed around a legacy co-location data centre and MPLS network design. Over recent years, North Star has adopted a "Cloud First" strategy for the delivery of its ICT services and many of its legacy systems are now delivered as Software as a Service (SaaS) solutions. A small number of applications remain to be hosted by the appointed MSP, and these will potentially further reduce during the contract term as further hosted applications are replaced by SaaS solutions The MSP will be required to support North Star's delivery of services to its headquarters in Stockton-on-Tees and eight smaller sites in the region, although it is envisaged that the MSP will deliver a significant amount of service remotely and limited attendance at North Star premises may be required. Note that visits to staff homes or partner locations will not be required and that supply, support and logistics for end-user devices is not in-scope. The scope of the MSP contract includes: • Strategic Architecture • Hosting • Wide Area Networks • Local Wired and Wireless Area Networks • Second- and Third-Line Service Desk • Security including Firewall Management • Patching • Backup • Business Continuity • End-User Device Services (limited to provision of thin-client desktop, e.g. Citrix) • Account Management • Monthly Service Reports and Meetings • Onboarding of Services • Rate Card for ad-hoc work

Request for Quotation: SME Metric Monitoring

The solution needs to be able to link to third party datasets with the following data being required as a minimum: • Companies House data. • Private investment in SMEs and start-ups, this needs to be verified investment, where verification needs to be comparable to Beauhurst or Pitchbook as this is specified by our funders. • Grants given to SMEs and start-ups, which also needs to be verified as above. • Turnover of SME and start-ups where they report this to Companies House or other reliable sources. • Headcount of SMEs and start-ups again using Companies House, if other sources are used (such as LinkedIn) this can be useful, but it needs to be possible to switch this off. The solution proposed needs to integrate with an MS data lake house which contains CRM contact data of the Catapult's beneficiaries as well as programme information from our purpose-built platform through which companies apply to our programmes. Connected Places Catapult needs to be able to report this data split as above by: • Group or cohort of SMEs/ beneficiaries by programme/ project (based on programme start and end date). • Quarter, calendar year and/ or financial year. • How many programmes an SME/ company has been part of. The Catapult will work with the successful provider to thoroughly scope out these reports and the process for developing custom reports as required throughout the lifetime of the contract. It is envisaged that up to 50 users will use the solution to varying degrees and the ability to have view access only vs interrogation/ edit is preferred.
