Money Guiders England Community Network

Money and Pensions Service (MaPS) is an arm's-length body, sponsored by the Department for Work and Pensions (DWP). We deliver across five core functions: pensions guidance; debt advice; money guidance; consumer protection; strategy. Within our money guidance function we deliver a service called Money Guiders that aims to provide training, support, knowledge, skills, and confidence to individuals and organisations across the UK who deliver any kind of money guidance to the public. MaPS is organising an early market engagement event related the Money Guiders England Community Network. This community of practice has been developed over four years and has several thousand members. Communications, knowledge, events and training are all delivered across the network of practitioners, who are encouraged to share their learning and support each other within a continuous professional development setting. MaPS intends to procure a new service to support community of practice members in England, providing more learning opportunities, ways to connect with each other, and significantly increasing the reach of the network. Accessibility, quality and the engagement and retention of community members will be key to scaling up and sustaining our Money Guiders service as a whole. The service we intend to procure can be broken down into three distinct delivery areas. Community management: Suppliers will need to be able to demonstrate experience of developing, managing, and facilitating communities or practice, learning or professional development communities, and communities of interest and place. This includes: Stakeholder engagement and community of practice development Large and small-scale network membership, from local geographic areas to larger regions, e.g. national or UK wide communities; Memberships from a diverse range of work environments, job roles and sectors; care of community members; including welcoming, onboarding, guidance and signposting around community spaces (online and in person); moderation of online community forums, groups and communication channels. Suppliers will need capabilities in accelerating localised (e.g. geographic or sector-specific) engagement and community building with organisations that deliver money guidance as part of their services; ideally through front-line workers who have money conversations as part of their work with customers / service users; and including those who are vulnerable and most in need. Event management: Suppliers will be required to design and deliver events in a range of different formats: in-person, hybrid and online, including conferences, forums, webinars, training, workshops, expert speakers, networking, peer-to-peer support, action learning and facilitated group sessions. This includes event marketing and engagement, ticketing, managing delegates, sourcing and booking venues, catering, audio-visual equipment, live-stream technology and recording

**CURRENTLY SUSPENDED to allow DWP to migrate to a new eProcurement System** FSF Dynamic Purchasing System 2 - For the Provision of Work Focused Activities. Project_23908

PLEASE NOTE The FSF DPS 2 is currently closed for new applications until September 2025. This is to allow DWP to migrate to a new eProcurement System (eps). The FSF DPS 2 will re-open in September on the new eps, and further details on how to apply will be published in due course. The Department for Work and Pensions (DWP) intends to establish a Dynamic Purchasing System (DPS) to procure Work Focused Activities in Jobcentre Plus Districts in England, Scotland and Wales. The DPS is for the procurement of social and other services referred to in Regulation 74 of the Public Contracts Regulations (2015) and as such, the intention is to use a light touch regime, rather than the full regime described in Regulation 34 (Dynamic Purchasing System). The DPS is for the sole use of DWP. The Flexible Support Fund Dynamic Purchasing System 2 - For the Provision of Work Focused Activities (FSF DPS 2) is the replacement for the DWP Dynamic Purchasing System for provision of work-focused activities known as the Flexible Support Fund DPS (FSF DPS). Estimated overall value of this DPS will be £250,000,000.00 *** *** *** ADDENDUMS 12/09/24 - The new regulations will now come into effect on 24 February 25. 27/08/24 - The Flexible Support Fund Dynamic Purchasing System 2 (FSF DPS 2) is due to expire September 25 and as per the 'Transforming Public Procurement - Communication Note' issued on 19 February 24, the new "Procurement Regulation 24" will come into effect for any new frameworks/ DPS in October 24. For DWP to fully understand the implications and implementation of the new Procurement Act Regulations, we have taken the decision to extend the current FSF DPS 2 (per Regulation 34 of the Public Contract Regulations 2015 ("PCR 2015"), Regulation 34(28)). The extension period for the FSF DPS2 will be from 20 September 25 up to 30 September 28. However, as per Para 14.2 of the Core Terms, DWP reserve the right to terminate the FSF DPS 2 earlier. It is highly anticipated that this right will be exercised in due course to create a "Dynamic Market" under the new regulations. DWP will ensure that those suppliers accredited onto the FSF DPS 2 will be given advance notice of any change, but until such time, the FSF DPS 2 will continue to run as normal and any supplier wishing to apply to join, should follow the guidance issued. Additional information: ADDENDUM 12 SEPTEMBER 2024 The new regulations will now come into effect on 24 February 2025 ADDENDUM 27 AUGUST 2024 As per the 'Transforming Public Procurement - Communication Note' issued on 19 February 2024, the new "Procurement Regulation 2024" will come into effect for any new frameworks / DPS in October 2024. The Flexible Support Fund Dynamic Purchasing System 2 (FSF DPS 2) is due to expire September 2025 and for DWP to fully understand the implications and implementation of the new Procurement Act Regulations, we have taken the decision to extend the current FSF DPS 2 (per Regulation 34 of the Public Contract Regulations 2015 ("PCR 2015"), Regulation 34(28)). The extension period for the FSF DPS2 will be from 20 September 2025 up to 30 September 2028. However, as per Para 14.2 of the Core Terms, DWP reserve the right to terminate the FSF DPS 2 earlier than the 30 September 2028. *** *** *** As of 1 January 2021, the internationally comparable regional geography for the UK is the International Territorial Levels (ITLs) geography. This has replaced the Nomenclature of territorial units for statistics (NUTS) geographies for the UK that were operational when the UK was a member of the European Union The above spreadsheet shows the NUTS Code and the new corresponding ITL Code at Level 1, Level 2, and Level 3
