Diversionary Caution Scheme – Domestic Abuse

This Invitation to Tender (“ITT”) has been issued by The Police and Crime Commissioner for Sussex who are seeking to award a Contract for the provision of Diversionary Caution scheme – Domestic Abuse. The Requirement will be tendered as a single supplier. The Contract Term shall be for a period of four (4) years with the option to extend by a further two (2) x Twelve (12) month extensions. The anticipated commencement date of the Contract is 17th November. Any changes to this commencement date will be communicated to all bidders through the contracting authority’s e-Procurement Portal Following the success of Project CARA (Cautioning and Relationship Abuse), all UK Forces now have dispensation to deliver Conditional Cautions for eligible standard risk Domestic Abuse (DA) cases. However, Forces must demonstrate adherence to CARA principles within the Intervention provided.Our aim is to ensure that our stakeholders obtain the best value for money to maximise the benefits to front-line operational performance. CARA is a recognised and award-winning early intervention program for low risk, first time offenders of domestic abuse who have received a conditional caution. The program promotes awareness of domestic abuse, self-reflection, and behavioural change - helping offenders to recognise the impact of their actions on partners, children, and relationships. Launched initially in 2011 as a pilot with Hampshire Constabulary and the Hampton Trust, CARA has since been adopted in nine UK regions. A Cambridge University study from 2012-2014 indicated that CARA participants were 35% less likely to reoffend in DA incidents compared to a control group. Additionally, CARA regularly performs Impact Reports, where they analyse organisational progress, stories of change and offender feedback – as seen below, results from 2023/2024 highlight general Police usage alongside benefits of the self-reflection and behavioural change aspects of CARA. From August 2024, all UK Police Forces received dispensation to deliver CCs for eligible standard-risk DA cases when using a CARA-compliant intervention - avoiding submission of these to the CPS. January 6th ’25 Sussex launched Conditional Cautions for standard-risk DA. There were 10 referrals in this first month and whilst this may be inflated due to cases held awaiting launch date, uptake is expected to increase over time.

Mandatory Dental Services (MDS) on the Isle of Wight, Bognor and Littlehampton - MDS 6B1

NHS Hampshire and Isle of Wight (HIOW) Integrated Care Board (ICB) and NHS Sussex ICB are seeking providers who have the capability and capacity to deliver Mandatory Dental Services (MDS) on the Isle of Wight, in Bognor and Littlehampton. The procurement is divided into Lots and providers may bid for one or more Lots from the following: Lot 6B1-1: Isle of Wight Lot 6B1-2: Bognor Lot 6B1-3: Littlehampton A maximum of one contract will be awardable in each Lot, except in the case of Lot 6B1-1, where a maximum of 2 contracts will be awardable. The aims for MDS provision are to: • contribute to improving oral and general health; • reduce inequalities in health and access to dental care by providing extra support to groups of vulnerable adults and children. This includes, but is not limited to, children under 5 years old, residents of care homes, other vulnerable groups and patients weighing up to 227kg (35 stones and 10.45 lbs); • provide access to NHS dental services to ensure equity and consistency of provision; • provide bookable appointments outside of core hours; • deliver appropriate, efficient and cost-effective services within the service; • provision framework of the NHS (General Dental Services/Personal Dental Services) Regulations 2005 and any subsequent revisions; • provide high quality dental services; • provide access within contracted hours to un-associated patients identified as having an urgent dental need via NHS 111, NHS Dental Helpline, out of hours services and self-referral; • refer patients to other NHS services as appropriate in line with the relevant local protocols and guidance; • establish a positive working relationship between the Commissioner and Provider to facilitate and maximise high quality service delivery; • prioritise Looked after Children (LAC); • develop services in line with the evolving strategic approach to primary care dental provision and align with the priorities of the NHS Long Term Plan - www.longtermplan.nhs.uk; • promote overall health in line with Making Every Contact Count; • keep availability of appointments up to date on nhs.uk ; • comply with recall intervals, in line with NICE Guidelines (CG19). The contracts will be for a term of up to 110 months. Services are due to commence from between 28th January 2026 and 29th July 2026. The maximum total contract values are as follows: MDS 6B1-1: £7,075,104 MDS 6B1-1a: £7,075,104 MDS 6B1-2: £6,743,789 MDS 6B1-3: £6,743,789 The Commissioner will be contracting for the services using the Standard clauses for a Personal Dental Services agreement. Interested parties who wish to take part in the procurement are invited to take part in an Invitation to Tender (ITT) process, based on the competitive (open) procedure and designed to identify the most economically advantageous tender and therefore determine the incoming provider. All ITT responses must be returned by 12 noon on 11th September 2025, at the latest. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
