Description

The provision of Open Access Sexual Health Services is a mandated function for Local
Authorities under regulation 6 of the Local Authorities (Public Health Function and Entry to
premises by local Healthwatch Representatives) Regulations 2013. In Buckinghamshire we
will be integrating them alongside HIV Treatment and Care services in partnership with NHS
England.
Our joint vision is to recommission a county wide Integrated Sexual & Reproductive Health
Service (including outpatient HIV Treatment and Care) for the Health &Wellbeing of
residents of Buckinghamshire.
This is a notice for the provision of Buckinghamshire Integrated Sexual and Reproductive
Health Services (including HIV Treatment and Care), which fall within Schedule 3 (Social
and Other Specific Services) to the Public Contracts Regulations 2015 (PCR 2015). The
council will accordingly conduct this procurement in accordance with Section 7 (regulations
74 – 76) of the PCR 2015 (the ‘Light Touch Regime’).
Buckinghamshire Council in partnership with NHS England is seeking suitably qualified and
experienced organisation/s to provide this service. The Service provision will be divided into
2 lots. Organisations can tender for either or both lots, subcontracting arrangements
welcomed.

LOT 1 – Specialist Clinical Service (STI’s, Contraception & Outpatient HIV Treatment and
Care) – Includes:
A -Council Commissioned Comprehensive Open Access Specialist Clinical Sexual and
Reproductive Health Service to include:
• STI Testing and treatment
• Vaccination and testing for Blood Borne Viruses (BBV) with onward referral where required
• Coordination of the Chlamydia Screening Programme,
• Digital Sexual Health Services,
• Biomedical Interventions: PrEP/PEP,
• Contraception Services, including deep implant removal,
• Pregnancy testing and discussion of options where the pregnancy is unplanned including
referral into other services for support
• Clinical Training, including LARC training for Primary Care
B - NHSE commissioned Outpatient HIV treatment and care services
LOT 2 - Health Promotion and Outreach – Includes:
Council Commissioned Service to include:
• Sexual Health and Contraception information, advice, and guidance,
• Education and Training to professionals and other agencies
• Condom distribution
• Sexual Health Promotion and Prevention (including Campaigns)
• Outreach and engagement work with priority groups
• Support for those living with HIV
The annual budget is capped as follows:
LOT 1 - Specialist Clinical Service (STI’s, Contraception & Outpatient HIV Treatment and

Reproductive Health Service £3,053,851.00
B. NHSE commissioned Outpatient HIV treatment and care services = £221,635 (excluding
specialised HIV drug costs.)
LOT 2 - Health Promotion and Outreach – Includes:
Council Commissioned Service £604,261.00
Any bids that exceed the cap will be disqualified from the procurement process.
Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply
to this opportunity.
The contract start date will be 01/04/2023 for 5 years with the option, at the discretion of
the relevant contracting authorities to extend for a further 4 years

Community-led: Supporting young people directly affected by interpersonal violence

London’s Violence Reduction Unit (VRU) is seeking to commission a Community Partner to collaborate on an important research project aimed at assessing the landscape of tertiary support[1] available to young Londoners impacted by interpersonal violence – both statutory and non-statutory. In recognition of the importance of embedding community voice and lived experiences throughout the research process, the VRU are commissioning both a research partner and a community partner to work in collaboration. This approach ensures the research appropriately and meaningfully reflects the experiences of those it aims to serve and that research findings will be relevant and informed. The procurement of the research partner will take place after the successful procurement of the community partner. We are seeking to commission a community partner who work intensively with a minimum of 15 young people impacted by interpersonal violence providing specialist tertiary support interventions, to support co-design and participate in the research. In close collaboration with the research partner, the role of the community partner will involve: Co-developing the research methodology Convening and engage a cohort of relevant research participants Co-designing research outputs that reflect community needs Provide ongoing advice and guidance to ensure the research remains nuanced and deeply informed by local insights This collaborative commissioning approach demonstrates the VRU’s commitment to partnership, inclusivity, and ensuring research outcomes genuinely inform policy and commissioning decisions. The findings will help to shape more effective, responsive tertiary support services for young people affected by violence across London. We invite organisations with strong community links and ability to engage young people impacted by interpersonal violence to apply. The total contract value is up to £20,000, contract term is 15 months from the contract award date.
