Description

Rapid planting of a felled site can minimise weed growth (and hence reduce herbicide use) and the loss of nutrients / sediment from sites which may be needed to help improve the forest structure.
FLS therefore require the planting programme including Restock and Beat-up and maintenance operations required to establish sites, excluding fencing, deer management and ground preparation.
FLS may on occasion require the Service Provider to plant on sites pre-final felling (i.e. underplanting) or on sites without previous tree cover. This will be agreed with the Service Provider when setting out the annual programme.

NRW Respacing, cleaning and weeding framework

NRW is responsible for the management of the Welsh Government Woodland Estate and land in our care. NRW is certified by both the Forest Stewardship Council (FSC) and the Programme for the Endorsement of Forest Certification (PEFC) to meet the UK Woodland Assurance Standard (UKWAS). This Respacing, cleaning and weeding framework relates to the supply of respacing services, delivering 6 main requirements: 1. Cleaning of naturally regenerated or planted crops 2. Re-spacing of naturally regenerated or planted crops 3. Creation of inspection racks through brashing 4. Mechanical weeding 5. Hand weeding 6. High pruning Due to the nature of the required works it is difficult for NRW to estimate the value of this framework. For the purposes of establishing this framework we estimate spend in a range of 3,700,000 GBP and 4,500,000 GBP. NRW does not guarantee any level of expenditure under this framework. The overall Framework will have a term of 48 months (4 years). It is structured as a 36 month (3 year) initial term with 1 x further 1 year (12 month) extension allowable.

Woodland Establishment across Scotland through a Dynamic Purchasing System

The Authority (FLS) has established a Dynamic Purchasing System (DPS) for Woodland Establishment across Scotland. A Dynamic Purchasing System (DPS) is an electronic system used to tender for services with a group of pre-qualified suppliers. FLS uses this system of pre-qualified suppliers to tender for Woodland Creation projects as and when they arise. To submit a bid to join the DPS, suppliers need to submit a Single Procurement Document (SPD) through the DPS project on the Public Contracts Scotland – Tender (PCS-T) website. The SPD is a qualification response form which allows FLS to assess bidders’ suitability, experience, and capability to provide the services which may be required under the DPS. Only bidders that achieve a ‘Pass’ for all questions in the SPD are appointed to the DPS. The DPS comprises 2 Lots; Commercial and Amenity, and Planting and Maintenance. This DPS is extending the validity date from the 31st October 2024 until 31st October 2029. New applications shall be evaluated and the decision communicated within 10 working days.
