Description

In respect of this procurement Dorset Council is acting on behalf of the Southern Inshore Fisheries and Conservation Authority (Southern IFCA).
Southern IFCA (the “Authority”) covers the inshore waters of Hampshire, Dorset, and Isle of Wight out to six nautical miles. The organisation works on both land and sea to balance sustainable fisheries with a sustainable environment. Nationally the Inshore Fisheries Conservation Authorities vision is to:
“Lead, champion and manage a sustainable marine environment and inshore fisheries within their District by successfully securing the right balance between social, environmental and economic benefits to ensure healthy seas, sustainable fisheries and a viable industry”.
The Authority has a fleet of vessels that are used to carry out control and enforcement activities afloat including boarding operations, throughout the inshore waters surrounding Dorset, Hampshire, and the Isle of Wight.
The Authority is seeking tenders for the build of a new Patrol Vessel (the “Vessel”) that is to replace ‘Stella Barbara’ an existing patrol vessel in its fleet. The Vessel is required to be capable of carrying out compliance, principally within 6 nautical miles of the Dorset, Hampshire, and Isle of Wight coastlines. The Vessel to have the ability to conduct extended patrols out to 12 nautical miles and will be required to be operational both day and night all year round.

In summary, Peel Ports are looking to award up to a 2 year fixed term Agreement (with an additional 12 month warranty), to 1 (one) successful Tenderer. The scope associated with this opportunity is summarised below but not limited to; • A versatile and multi-functional vessel, dedicated to afloat survey operations and is capable to facilitate hydrographic survey duties and personnel transportation. • An ability to reach the required speed, carry and handle the required weight and provide sufficient space for crew, surveyors and equipment. • The capacity to provide good ride quality, safety and protection from extreme conditions. • The design and construction of the hull structure shall provide strength for the safe operation of the vessel, at its service draught and maximum service speed, to withstand the sea and weather conditions likely to be encountered in the intended area category of operation. • Fully conform in all aspects to the current version of the Maritime and Coastguard Agency (MCA) Workboat Code Edition 3, The safety of small workboats and pilot boats – a Code of Practice and is to be capable of being coded to area category 2 waters. (Categories of Operation) • Hull form is preferred to be that of a twin hull "catamaran" type. • The vessel shall be in the range of 13 metres to 17 metres. • The vessels draft should be between one (1) and two (2) metres. • The vessel shall be capable of undertaking surveying activities at speeds of 5 knots whilst having steerage way, also achieving 20 knots+ upon transits. • Vessel shall have the ability to carry 12 persons with seating, plus all other loadings as specified.
