Further Competition Invitation relates to the Further Competition to award a Lump Sum Contract to a Supplier with option to extend the contract based on costs within a pricing table.

Provide consultancy services for an independently-chaired review commissioned to ascertain the best implementation pathways to bus franchising for Cambridgeshire and Peterborough Combined Authority following the election of Mayor Paul Bristow. This review will provide an independent expert-led assessment of feasible delivery options for implementing franchising, grounded in an understanding of the updated policy environment, revenue landscape, bus network planning principles and intermodal integration opportunities.

The review will commence in September 2025 and is aimed to be largely completed within three months of supplier contracts being signed, with the fourth month used for clarifications and support to the independent Chair and CPCA officers.

This Further Competition Invitation contains the information and instructions the Potential Provider needs to submit a Tender. The initial Contract will be for a period of 4 months and will include an option for the Contract to be extend by up to a further 1 year and 8 months making a total, maximum duration of 2 years.

This Further Competition is being conducted under the CCS Transport Technology and Associated Services Framework Agreement (reference RM6099) - Lot 1.

Scape Procure Scotland Limited (trading as SCAPE Scotland) is establishing a framework agreement for the provision of Professional Services and Development throughout Scotland.
